EQUALITY for Peace and Development (EPD) is conducting a research project on government recruitment and procurement policies and procedures in the Ministries of Public Health and Education to evaluate these two ministries’ vulnerability to corruption. The research is being conducted in Bamyan, Herat, Nangarhar, and Kabul and will be completed by mid-2014.
The Ministries of Public Health and Education were selected for this research for a number of reasons. The Ministries play a active role in service delivery, their services are highly visible, and they have a high number of employees – the Ministry of Education alone comprises 60% of the total amount of civil servants. Furthermore, this project is able to provide a lens to compare two different aid approaches since the Ministry of Public Health receives a lot of assistance through ‘off-budget’ donor support and the Ministry of Education receives a great deal of assistance through ‘on-budget’ support.
